Libraries serve as essential community hubs, offering access to books, technology, educational programs, and a safe space for all. Clearwater wants to transform its Main Library (100 N. Osceola Ave., Clearwater) into a dynamic cultural destination that will enhance downtown and attract residents and visitors alike.

The city of Clearwater is inviting museums, planetariums, and performing arts institutions to collaborate on repurposing a portion—or even the majority—of the Clearwater Main Library. Located at 100 N. Osceola Ave., this five‑story, 92,332‑square‑foot facility boasts waterfront views and sits at the eastern edge of Coachman Park, a recently redeveloped 25‑acre venue featuring a 4,000‑seat amphitheater, green spaces, and family‑friendly amenities.

Transforming the library into a unique cultural destination

As Clearwater continues to evolve, city leaders see an opportunity to breathe new life into the library by introducing cultural exhibits, interactive experiences, and unique attractions. Prospective partners can propose concepts to utilize a minimum of 10,000 square feet within the library. While interior modifications are encouraged, the building’s exterior will remain unchanged.

The city aims to sign long‑term ground leases with selected cultural partners, ensuring the transformation aligns with downtown Clearwater’s revitalization efforts. Clearwater’s Community Redevelopment Agency and Downtown Development Board may offer limited grant funding to help offset renovation costs. Additionally, projects that enhance tourism in Pinellas County could qualify for funding from Visit St. Pete‑Clearwater.

Creating accessible spaces in Clearwater

The city will not consider residential, hotel, or office developments for this space. Restaurants and cafés may be included only as secondary features within a broader cultural vision.

By repurposing the Clearwater Main Library, the city hopes to create an engaging, accessible space that celebrates arts, education, and community. Interested organizations must submit proposals between May 21 and June 20, 2025. Learn more here.
